Study supporting an impact assessment on cross-border activities of associations

The present study was conducted to support the European Commission in the Impact Assessment accompanying the proposal for an initiative on cross-border activities of associations in the Single Market to explore and assess the problems emerged from the Public Consultation that took place from August to November 2022 and also raised in the European Parliament’s Resolution of 17th of February 2022, with recommendations to the European Commission to develop a “statute for European cross-border associations and nonprofit organisations”.

The study provides a comprehensive analysis of associations and their socio-economic relevance in the EU. It aimed at identifying possible policy options in the form of both legislative and non legislative actions and providing data and information to assess their impact.

The study has been carried out for DG GROW by Capgemini Invent – Patrick de Bas, Soohyun Lee, Antoine Beernaerts, Andrei Ciocan, Ecorys – Andreas Pauer, Thomas Kruger, Luca Turturro and Prof. Antonio Fici of University of Rome Tor Vergata, Prof. Wino van Veen of VU University Amsterdam, and Bram Van Baelen of KU Leuven.
