The Member States of the Ibero-American Community of Nations, within the framework of the 6th Ibero-American Ministerial Conference on Labour held in Avilés (Spain), have adopted the Ibero-American Commitment to the Social and Solidarity Economy 2026–2030. The approval of this text marks a historic milestone for the region, as it constitutes the first major political agreement on this subject reached by consensus at the Ibero-American level. Its adoption represents a decisive step towards consolidating a shared vision of the strategic role of the Social and Solidarity Economy (SSE) as a driver of sustainable development and of stronger, more inclusive and resilient democracies.
The Commitment establishes an ambitious common roadmap for the Ibero-American countries, aimed at promoting public policies that foster the development of the SSE through the strengthening of regulatory and institutional frameworks, the design of specific fiscal and financial instruments, the promotion of strategic public procurement, and the recognition of this business model as an essential actor in addressing the major challenges of our time.
The text also calls for intensified dialogue, stronger participation of ecosystem stakeholders in the definition of public policies, and greater coordination of positions among Ibero-American countries in the main international forums.
Likewise, it promotes technical cooperation among the States of the region and consolidates the role of the Ibero-American Network for the Promotion of the Social and Solidarity Economy (RIFESS) as a permanent instrument for exchange and institutional strengthening, together with the contribution of already established multilateral bodies and instruments such as the Economic Commission for Latin America and the Caribbean (ECLAC) and the Ibero-American General Secretariat (SEGIB).
The negotiation and approval of this Commitment was led by the Government of Spain, at the forefront of the international promotion of the SSE. This leadership adds to Spain’s decisive role in the adoption of the United Nations General Assembly resolutions on the promotion of the social and solidarity economy in 2023 and 2024, as well as the adoption, during the Spanish Presidency of the Council of the European Union in 2023, of the Council Recommendation on developing social economy framework conditions.
