The European Disability Forum (EDF) met on May 28 with European Commission Executive Vice-President Roxana Mînzatu to advocate for “clear actions” to promote the rights of persons with disabilities in the European Union. The meeting addressed the EU budget for 2028-2034 (Multiannual Financial Framework), where EDF sees “numerous risks to the continued financial support of the EU for the rights of persons with disabilities.”
A delegation led by EDF President Ioannis Vardakastanis expressed to the Commissioner—also responsible for Education, Employment, and Social Rights in Europe—their wish that the upcoming budget ensures proper funding for organizations of persons with disabilities and NGOs working in the field of human rights, as well as guarantees a strong cohesion policy that supports social inclusion and accessible infrastructure.
They also called for the EU to maintain the so-called “enabling conditions,” which require authorities not to invest in infrastructure or projects that are inaccessible or violate human rights. According to the organization, these conditions should be strengthened to ensure that EU funds “do not finance segregated living environments.”
EDF also requested increased funding for accessible and affordable housing for persons with disabilities and stressed that EU funds must uphold non-discrimination and accessibility for people with disabilities.
Finally, it was emphasized that the European Strategy on the Rights of Persons with Disabilities 2021–2030 must be updated with new and ambitious actions.
A key measure: the European employment and training guarantee
Vice-President Roxana Mînzatu stated that the European employment and training guarantee for persons with disabilities is one of the key proposals. She said she had “a very productive discussion with Ioannis Vardakastanis” about the importance of the European Social Fund+ and its inclusion in future budgets “to implement measures that help persons with disabilities enjoy their rights, autonomy, and opportunities to work in a labor market that needs the talent and contributions of every individual.”
For his part, Vardakastanis, President of the European Disability Forum, reiterated after the meeting the need for dedicated funding for persons with disabilities and their organizations. He stated: “The Employment and Training Guarantee for Persons with Disabilities is a clear example of how the EU budget can be used for good.”
